Publisher Scouts
Independent scouts do not need to be publishers. Their unique link permanently attributes a referred publisher application to them. The current referral reward is 10 credits only after a genuine publisher becomes active and the referral is marked rewarded. Clicks and empty signups earn 0. Revoke disables links while preserving history. Delete is only allowed when there is no real publisher/application history.
Guided workflow: Blue = do this now Green = complete/currently valid Yellow = waiting on someone else Grey = queued / not needed / not available yetOnly one blue action is active per page.Referral status advances in order: registered → activated → rewarded. Buttons for later states stay grey until the prior state exists.
